And know that afterwards, when the Mochin of Gadlut descend and enter into him in the word "Echad," as is known — behold, then there enter into him together anew the inner and encircling ones of the Katnut of Aba, and also the inner ones of the VAK of the Gadlut of Ima. And therefore, since these levels come to him now together, he has no power to receive levels higher than these, and he remains in these first levels alone.

And you already know that so long as he is not completed in all the Mochin of Katnut that come with the first second-Ibur, he is not fit to rise to the second Ibur of the Mochin of Gadlut. And this is what he says: there is no power in him to receive further degrees.
